Solution
This is a very common issue where the request is sent to non ssl port instead of ssl port.
Example lets say Weblogic server is running on 7501 as the regular port and 7502 is the ssl port and the webservice relative url is /service.
Then non ssl url becomes http://localhost:7501/service and SSL based url becomes https://localhost:7502 so what is happening is that you are sending the request to 7501 port instead of 7502, so verify and change it and once you try again that will work.
