In order to create a vocabulary:
1. Go to the URL admin/structure/taxonomy
2. Click on Add Vocabulary
3. Give your new vocabulary a name (required)
4. Optionally, give your new vocabulary a description (optional)
5. Click Save
.
This creates a new vocabulary, however it empty. The next step is to add terms into the vocabulary.
