URL stands for Uniform Resource Locator. A valid URL consists of ASCII alpha numeric characters.
However when the URL data is sent over the internet, some unsafe characters such as "space", "~","/" etc. can interfere with the HTTP protocol. This can lead to truncation of the URL as received by the web server resulting in page not found error (404).
Below is an example of URL after encoding:
Original URL : https://www.google.co.in/?gws_rd=ssl#q=most+beautiful+us+national+parks
Encoded URL : https%3A%2F%2Fwww.google.co.in%2F%3Fgws_rd%3Dssl%23q%3Dmost%2Bbeautiful%2Bus%2Bnational%2Bparks
Using this tool very straightforward simply enter the input data(text or binary) and press the Encode or Decode button to encode or decode the input data.
